You're probably right there. The impression I got was that Rich was the one handling that sort of stuff, and since he still had some of the tape labels and pieces years later, that would reinforce it.

I think while he was in the band, Rich was their "leader" - when he and Mariska left, Perry took more control of the band. I think their attitude and music reflected more of who Perry was. I think you can really hear, Psi Com's sound evolve and by the time you hit the Mohini album, the seeds of what bloomed into JA - especially w/in Perry's singing.
Mos def - I just listened to the Club Lingerie 'tape' from 6/13/1985 back-to-back with Worktape 1 and you can really see the difference. Although a "Janes-ish" lilt only creeps into a couple of the live tracks, you can see the direction change away from the slower, more mannered style of Worktape 1.

(I hope you can all understand why I preferred their style with Rich still in the band - and why I stopped paying attention after June of 1985. To me it's simply a 'richer' sound, very unique for the era.)
