Got an email back from the guy, he's pretty sure it was 1983. Apparently they were made by the band's original bassist Rich Evac - who left in late '84
I’ve just been trying to go through some things with a fine tooth comb and decided to look into this show a little further. It appears we have the year and location wrong. From what I can tell the year should be 1984 and the location should be Silver Lake.
Article taken from the LA Weekly dated August 24-30, 1984

Another where I am not positive about the year, but again judging by the style used in their logo, I'm guessing 1983
This was definitely 1984 (as Mike figured out) because Sunset Junction is always on the weekend and August 25th was a Thursday in 1983 and a Saturday in 1984.
Main reason I'm posting is because the flyer image link in helicine's OP is now broken; the year got changed in the .jpg filename so it should now be

helicine broke it. It’s all his fault. It’s fixed now.
RiotNrrrd did you ever check this out? In the limited amount of time I’ve spent researching this show I found an article from 1985 that said the attendance for the 1984 fair was 300,000 people. This has to be the largest crowd Psi-Com ever played in front of whether they wanted to hear them or not.
