This comic doesn't make a lot of sense to me. I never interpreted these lines going together like this:
I'm wonderin' what I'm missin' being famous
I always heard it as:
I'm wonderin' what I'm missin'
Then:
Bein' famous
The second part being it's own statement, not the ending of the wonderin' sentence.
I dunno, could be wrong about that. The thing that I'm pretty positive that I'm not wrong about is the "man with a stick and a gun in his hand" being the cop, not someone who the narrator is describing to the cop. The cop has his service revolver and his baton--the stick and the gun. The narrator is saying this to himself as he is being harassed by the cop.
Then again, the guy who drew it can take all the artistic liberties he wants.

in the City everyone can be famous,a cop, a red,poor or black man; anyone can be famous. shit idk maybe Perry don't know since he doesn't know the rest of the words, cuz he made it up.

I just guess others might interrupt the song differently.
It doesn't necessarily make them wrong and us right.
Probably just a case of artistic liberties as you say.
I've always thought somebody with the know-how could make a really cool 'gorilla" (if you will) video for this song.
When I listen to it I get lots of imagery dancing about in my head that pertains to the story of the song.

me n my buds covered jane says at my high school talent show/contest .. we lost .. but while they were tallying the votes they asked us to bust out another song .. we played city .. the audience loved it .. clapping along and everything .. we shoulda done that instead of jane says .. always loved this song .. musta watched soul kiss 200 times that summer .. anyway i dont know the rest of the words
