The design on the flyer Jay hooked you up with for the December 31, 1983 show is identical to the one for this show other than the color of the paper it's printed on and the venue and band info.

I'd say this supports this show having taken place in 1983 vs 1984.

Hum, interestingly I was unable to find any mention of Psi-Com for this date in the LA Weekly.

Both listings and the ad are taken from the LA Weekly dated November 25-December 1, 1983

No mention of Minutmen either

there also doesn't appear to be a listing for ON Klub in 84

So this is interesting, in doing digging for the Psi-Com & Minutemen show at Anti-Club @ Helen's Place, and this being one of two shows we've got evidence of the two performing together, I came across this in the Nov 29, 1984 issue of LA Weekly:

This has The Minutemen playing Anti-Club @ Helen's Place on, November 25, 1984. No mention of Psi-Com.

The Minutemen played a benefit for (and at) The Lhasa Club on Nov 27, 1983

So... I'd say it is definitely 1983, but the gig didn't actually happen?
